Simultaneously it is in an accurately preserved high grade condition. Recently Nikita Sergeevich Moiseenko published mintages extracted from state archives. In accounting a documentary (fiscal) year does not start on 1 January like a calendar year. This was a century-long systemic legacy of the establishment of the Ministry of Finances in September 1802. Because these operational and planning reporting periods were staggered, the official mintage of coins bearing a specific date was recorded in the documents of both its own and subsequent fiscal years.
